Instead of farming for good items directly you should farm for Gold and the reason for that is in Titan Quest: Atlantis there is an NPC in the town of Gadir that will let you gamble your Gold for items. AH-1 Cobra Oct 24, 2016 @ 9:51am. The highest level Legendary items appear to drop in act 4 legendary most frequently, primarily Hades. Those claiming it's pure RNG aren't correct. Another example is I've only seen the Legendary Aphrodite amulet drop from act 3 Telkine in Legendary. Never saw Hades or Typhon drop that.

Basically I got Titan Quest as kid back when it first came out in 2006. And I never understood that legendaries didn't drop in normal difficulty (which was the only difficulty I completed).
